Aurora, Illinois resident Roger Earl was out walking his baby on November 17th, 2007 and happened to be praying out loud. Police came up to him twice and threatened to arrest him - because of the praying. Earl was near a large Planned Parenthood facility, where a protest was in progress, which Earl was not participating in. But according to Aurora Police Chief William Powell, that doesn't matter, "If he's praying here, he's here because of the building."
