Texas legislators passed fetal reprotection laws which recognize an embryo or fetus as an "individual." Legislators also passed laws that prohibit under-age abortions without proper consent and prohibit third trimester abortions that do not satisfy certain exceptions. The combination of laws would make these abortions capital murder. The scenario was outlined by the Texas District and County Attorneys Association. But legislators are objecting. According to Rep. Ray Allen, R-Grand Prairie, "I don't see the Legislature wanting to charge doctors with capital murder based on a technical legal issue over whether parental consent was properly documented."
