Florida city returns donation because the name "Jesus" is attached

In Sarasota Florida, you can make a donation to have a bench built Sarasota's bayfront park, including having an inscription on the bench plaque. The only exception is if the plaque makes mention to the name "Jesus." Hope International Ministries offered $1,000, which the city would accept, except for the requested inscription. The city believes, if the donater makes a religious reference then that implies the city is the one promoting religion. This is the same as, if a family requests an inscription saying "Aunt Tilly, you are loved," this would imply the city in endorsing universals affection towards Aunt Tilly.
