It's always the profession of faith that causes "alienation"

Why is it, when a public office professes his/her faith, that it's considered a topic that could "alienate" certain members of the public. In this case, Fresno's city manager thanks Jesus' presence in his life as a reason why he's in the position as city manager. When a public official professes support of issues such as gay marriage, which the majority of the population oppose, where is the argument that this support will cause "alienation".
